The development path of IDC industry chain under the guidance of digital economy and dual-carbon policy
Time:2021-09-08

On September 9th, 2021, the event of "Win Together with You" was held at the Crowne Plaza Huailai Hotel. In the panel discussion of industry trend development, Han Lu, the president of Beijing Jinke Yuntai Technology Co., Ltd., Guo Lei, general manager of Huawei Hebei Digital Energy, Yao Yong, vice president of Sugon Data Infrastructure Innovation Technology (Beijing) Co., Ltd., Meng Fanchi, general manager of Taiji Foundation Facility Group Deputy ,Huang Chao, CEO of IDC Quan, Hoyinn COO Xu Rui, and CFO Tian Tong discussed the opportunities and challenges of the data center industry under the new policy environment, technological development and market trends.

Q: What kind of promotion will the current policy environment, technological development and market trend bring to the IDC industry?

The current driving force for the development of the data center industry is undoubtedly the three aspects of new infrastructure, dual carbon, and data center footprint optimization.

First, The arrival of 5G, artificial intelligence, supercomputing and other innovative technologies has led to exponential growth in data volum, which will usher in rapid, long-term and efficient development of the data center industry.

Second, at a time when all aspects of data center technology were not rapidly iterating, it was a high-power area. The advent of the dual carbon policy has put forward a very clear standard requirements for data center PUE energy consumption, which will promote the data center industry as a whole to usher in a significant upgrade.

Third, the development of data centers can no longer be extensively constructed as in the past, but must be developed and deployed in specific areas and paths.

Q: What is the significance of Hoyinn (Huilai) Technology Industrial Campus to Beijing?

From the perspective of the main business format of Beijing's future digital economy, data services, information consumption, and technological innovation are all inseparable from digital infrastructure. Therefore, from the perspective of integrated collaboration, Beijing is in great need of IDC companies like Hoyinn which are deployed around Beijing, to quickly coordinate the development of the digital economy.

I believe that the policies we will see in the future will not only gradually put forward higher requirements for Beijing IDC service providers in terms of energy consumption, but will also introduce more collaborative policies around Beijing. Hoyinn is still very good in the Huailai area at this stage. It can undertake any conditions for cooperating with Beijing, including energy, network, etc., which will bring great help to the development of digital economy in Beijing and its surrounding areas.

Q: What does the "dual carbon" policy mean for CCS companies?

Now, the "zero-carbon" big data center is the inevitable choice of CCS companies. In this regard, CCS companies must disclose to investors. " Green Data Ecosystem" has given the entire market a surprise. Its ability to promote local consumption of clean energy can make the carbon peak and energy assessment indicators reach a reconciliation. Big data center clusters such as Hoyinn (Huilai) Technology Industrial Campus, which practice "green energy" and provide "green industry" with " Green Data Ecosystem ", have played a benchmark role for the whole North China region and even the whole country. Green power and zero-carbon data centers are the directions that Jinke Yuntai has been exploring. The cooperation with Hoyinn also values its geographical advantages and green power advantages around Beijing.

Q: What is the significance of current policies to the IDC industry?

In 2020, the " Guidance on Accelerating the Construction of a National Integrated Big Data Center Collaborative Innovation System" issued by the four ministries and commissions clearly pointed out that data is a national basic strategic resource and an important factor of production. As we all know, data is generated through the data center as the base. It is of great significance to construct a reasonable integrated big data center industrial footprint, and then to support the entire industry layout for digitalization. In the future development of data centers, whether it is to carry out innovation, industry empowerment, or establish an ecosystem, we must closely comply with national policies.

Q: What will the "Eastern Data and Western Calculation" project bring to the IDC industry?

Now, the supply of cabinets in first-tier cities is getting less and less, and the demand for data centers in areas around first-tier cities, such as Huailai, will be strong. At the same time, the state has also launched the "Eastern Data and Western Calculation" project, to coordinate the development of the Beijing-Tianjin-Hebei Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area in the east and Gansu, Ningxia, Guizhou, and Inner Mongolia in the west. Huailai is just right in Beijing- Tianjin-Hebei strategic core hub, which will promote the increase in the rate of data center launches in the future.

Q: What efforts should be made as a participant in the IDC industry chain?

In terms of trends, we have caught up with the two national grand strategies of "new infrastructure" and "dual carbon". As a high energy consumption industry, how to combine data center with "dual carbon" policy is a challenge we are currently facing. Huawei and Hoyinn jointly promote the demonstration project of " Green Data Ecosystem", which is an important direction for both sides to explore zero-carbon data center. From the perspective of Huawei, we will cooperate with Hoyinn in terms of technology, industry, and business model in the context of this era.

The data center industry is in a period of rising development, and the continuous refinement of various policies has pointed out a clear direction for the entire industry. In this heyday of the industry, Hoyinn takes “Achieve Data Value” as its mission and “carbon neutrality” as its goal. It is the first to make “demonstration actions” in the industry and build a “renewable energy + hyperscale data center” linkage development model, deep cultivation of a green ecosystem of digital economy, and promote the overall green transformation of economic and social development. In the future, Hoyinn will continue to run and contribute to the development of national digital economy and the goal of "carbon neutrality" together with many wise partners.
